I am using spring tool suite 4.10 and there is no option to create dynamic web project. Uses this wizard, the user can see a number of project templates, choose one and let. Although this won't work for you, you can easily restore the default setting by pushing the restore default.
The templates you are missing are only found in the m365 version of microsoft project, known formally as project online professional. Syntax highlight works, syntax check, autocomplete, class import. To help get you started with java spring boot development, you can use the java spring profile template that includes useful extensions, settings, and java spring boot code snippets.
