Try Completely Uninstalling Unity Hub And Any Installs Of Unity Then Reinstalling It.
Go into your unity editor installation path, right click on unityeditor.exe => properties => compatibility => check “run as administrator” => apply and try to run a project template. You can also try to do the same for unity hub if i remember right, in unity hub settings you can change a folder path for temporary files. Also, check that you have the appropriate c# sdks installed (use visual studio installer on windows, visual studio for mac on mac).
